The position of Economic Development Manager was established in early 2006 and the position was filled in March of that year.  While the office is still evolving, it is directed principally by the Town of Virden's 2007 Strategic Plan.

Economic Development Fundamentals

The foundation of any economic development program is based upon access to the following 6 building blocks:

  1. Access to infrastructure and raw products
  2. Access to skilled human resources
  3. Access to financial capital
  4. Access to markets (physical, economic and regulatory access)
  5. Access to market intelligence
  6. Access to technology (and technology transfer)

Inherent in access to skilled human resources are access to quality of life factors such as housing, education, healthcare, social and cultural capabilities

The lack of access to any of these building blocks diminishes the communities capability to successfully develop economically.  These building blocks may also be accessed by way of partnerships or external investment.

It is the goal of the department to be fully competent in all 6 areas by way of internal capability or closely aligned external partnerships.

Services

Business Development Support

The office provides business support services for new and existing businesses in the areas of business planning, financing, incentives, government programming, regulatory approvals, project development, site selection and community liaison.

Community Marketing

The office is responsible for developing and implementing a community marketing strategy.  This includes both internal and external components.  It includes print and electronic marketing materials, IT tools, signage, special events development and community image development.

Investment Attraction

Investment attraction strategies are inclusive of community marketing initiatives.  Investment attraction strategies will focus on community economic strengths which includes natural resource extraction, agriculture and service industries.

Corporate Aftercare

Corporate aftercare services includes assistance in obtaining approvals, site selection, community liaison and initial project development activities. 

New Opportunity Identification

Research is continually being undertaken to discover and assess new business opportunities for the Town of Virden and surrounding region.  New business research will focus on existing regional and community strengths. Research will also be undertaken on new frontier industries.   The application of new technologies is seen as fundamental to developing and or maintaining competitive advantages in all industry sectors.  In addition, industry clustering opportunities built upon existing community and regional strengths are being pursued.
